Permanent Residence for Students with More Than Six (6) Consecutive Years of Studies in Panama

This immigration category is intended to recognize and regularize the status of foreign students who have maintained a prolonged and continuous stay in the Republic of Panama under valid immigration permits, particularly through the Temporary Residence Permit for Educational Purposes.

This measure allows students who have pursued consecutive studies in Panama for more than six (6) years to apply for permanent residence, thereby providing long-term immigration stability upon completion of their academic stage.

Main Requirements

In addition to complying with the general requirements established under current immigration regulations (with the exception of the repatriation fee), applicants must demonstrate the continuity of their studies by submitting:

  • A certification issued by an educational institution in Panama confirming that the applicant has completed studies for more than six (6) years within the national territory; or
  • A certification issued by the National Immigration Service confirming that the applicant has held a Temporary Residence Permit for Educational Purposes for more than six (6) consecutive years, as applicable.

The immigration authority will assess the continuity and legality of the applicant’s stay in Panama throughout such period.

Applications Involving Minors

If the applicant is a minor, the application must be submitted:

  • By both parents;
  • By one parent with the express authorization of the other; or
  • By the individual who exercises legal custody,

in compliance with the additional documentation required under the applicable legal provisions.

Who May Benefit?

This permit is particularly relevant for foreign students who have completed primary, secondary, or university studies in Panama and, upon reaching the age of majority, wish to remain in the country without continuing under a dependent immigration category linked to their parents.

This option enables them to consolidate their immigration status and further their academic, professional, and personal development within Panama.
